Unable to install TruboTax 2025

I purchased TurboTax 2025 Deluxe from Costco. I am trying to install on a new Windows 11 computer. When I run the file that was downloaded, I am able to get past the License Agreement page after checking that box, press "Next" and then "Install" and I get an error message "Another installation is in progress. You must complete that installation before continuing this one.

I rebooted the computer, ran checkdisk, there is nothing else running or installing. I tried running it as Admin and that didn't change anything. What do I need to do to be able to install this?
