I do not have a US phone number. I looked on the message board, which suggested entering a dummy number, so I entered [phone number removed] and it still won't transmit. It's also requiring I enter a US phone number.

I'm having the exact same issue, I even entered my friends US mobile number and it still hasn't gone through. E-filing is not an option here. Any help would be appreciated.
The online link is your best option to track your refund. I have attached a link with more answers from the IRS as to why your refund may be taking longer to process.

Thank you Catina, but your response does not address the issue we are experiencing. We are unable to submit (e-file) our tax details by way of Turbo Tax. This isn't regarding a delay for receiving a refund. The error message is an issue with Turbo Tax. Can you or someone help us with this issue?
Sorry about that. Sometimes when we click to answer a question the system refreshes and we get a different question then we intended. Here is your solution -
Change your phone number to a US number in the Intuit Account of Turbo Tax. No need to verify this number in the Intuit Account just click exit when your are done. Then go back to you return an continue filing.
Solution: Intuit Account -> Sign In & Security -> Phone (change & save no need to verify) -> back to e-file and retry.
