Unable to download state software on TT 2023 Deluxe for Mac

Using TT 2023 Deluxe for Mac, I am unable to login to Intuit so as to download the NC software.  Intuit keeps putting my account into hold or recess with no ability to change anything.  Is there a real person available to walk through the steps with me?
