TurboTax will NOT file my daughter's taxes for free. WHY? She filed single, made only $7011 and is getting back only $69. Why does TT charge $59 for this????

Perhaps she is getting a credit, such as the "Savers Credit"

You could try to eliminate the credit (if that is the issue) or try IRS Free File for her.

You can eliminate the saver credit by saying in My Info that she was a student. The credit will not be available to her, and will not trigger an ugrade to the paid version.
