TurboTax finds an issue on my state tax on the final check - it shows a dependent and asks for their SSN. I have one daughter, we’re non US citizen, so no SSN

It seems that the state tax doesn’t understand that my daughter doesn’t have a SSN. I’m not claiming any deductions for here, just want to move on filing the tax but it doesn’t allow me too due to the issue found.

If your child does not have a Social Security Number nor an Individual taxpayer Identification Number (ITIN) you will need to remove that child from the "Personal Info" section, or print your returns and apply for an ITIN for that child.
