My mother died in 2023, I am the personal representative for her estate, and two weeks ago I sent IRS form 56 into the IRS with a certified copy of the letters testamentary showing that I am my mother’s personal representative. Today I tried to file my mom’s return electronically, but TurboTax says that I can do that only if I say I check box C in form 1310. I include a screen shot with my election that TurboTax says won't work, and the alternative box C election.
All I can figure is that the IRS has not yet processed my Form 56 and Turbotax somehow knows this. Is that the case? If so, why doesn’t TurboTax tell me that?

Turbotax doesn't know what you filed. You can't efile with that box checked. You need to send in the docs.
