I'm doing my elderly mom's taxes using TT Free as I did last year. She had all the same income sources in 2019 that she did in 2018 with only slight changes in actual amount. I imported all of her 1099 forms in from Fidelity. Her consolidated 1099 includes a 1099-DIV with her dividends, a 1099-INT with $0 income (not sure why this is listed of no interest income), a 1099-MISC which also is $0, and a 1099-B with proceeds of $18.32 on a cost basis of 34.73 and a long term realized loss of 16.41. TT is trying to get me to upgrade to Premier for $90 to review this imported 1099-B info since she "sold investments.." I don't want to spend $90 to review a 1099-B whose proceeds are less than $20. can I just skip this 'needs review' and not buy the upgrade, or will it trip me up when i try to submit? thanks.
UPDATE: After posting the above I plowed thru the rest of the Fed and my state. I go thru all the reviews and everything looks good. As usual, with her limited income she owes no taxes Fed or State. Then i get held up with a message that indicates to file her forms I need to upgrade for $60, which doesn't include a state (which I will also need to file). Since the 1099-B transactions are far less than the %60 to upgrade TT, how can I avoid this and still fiel? I didn't run into this last year with TT. Not sure if that is b/c she didn't have a 1099-B, or maybe she did and i have forgotten i ended up upgrading; not sure how to tell. In any case, is there a way to avoid this upgrade fee and still get her taxes filed? I've spent a couple hours on all this and want to get this done. thanks.

There is another free product in the Free File Program what she might be able to use.
You qualify if you had $36,000 or less AGI or $69,000 or less military family AGI or qualify for EITC. Click on See if you qualify then Yes (if you do) then Start Now button, then choose Create an Account.

Just checked...that is what i needed. It is confusing....as you surmised, I went into TT initially to use the Free version. As noted got stopped at needing to upgrade. But if i use the TT that is part of the free File program, no issues. Really appreciate that tip....just wish it was clearer. But done for one more year now! 🙂 thanks again.
