Tax Tools IS shown on the image above, but the arrow is for something else. I suspect the image was made for some other purpose.
If you are using Online TurboTax in a browser, be sure your return is fully open (i.e., past the initial Tax Home returning screen,) or you won't have the full left column menu.
If you are using the Mobile App, it does not have Tax Tools. In the Mobile App, in order to "Clear and start over", you'd have to sign into Online TurboTax in a browser to perform the action. Then you can go back to the Mobile App.
You won't be able to "Clear and start over" if you already paid or registered.
