I assume you completed your 2018 tax return with the CD version of TurboTax 2018 that you installed on your computer last year. If so, then the .tax2018 file should be in the documents/turbotax directory on your computer. If you're trying to import from a PDF file, then that won't work as you would expect it to. You need the .tax2018 file.
If you are using the CD version for 2019, then you'll need to close the program and delete the .tax2019 file from the documents/turbotax directory. (Careful that you don't delete the .tax2018 file). Then start the program again and it's as if you're starting the program for the first time. From there you can import from the .tax2018 file.
If you are using the online version for 2019, then you'll have to select the "clear and start over" function somewhere in the TOOLS menu on your left. That's the only way possible to import. Read the menus so you can import from the .tax2018 file on your computer. Otherwise, it will import from the file in your online account by default.
