They only sent me $900 of my $2015 return what is happening? And why can't I call and talk to someone?

If the IRS reduced the amount, they will send you a letter explaining why.  Once received, you can take action. If you had fees taken from your refund, then the IRS sent your money to SBTPG for handling our fees, their fees, and your refund. If you owed SBTPG money, they would have taken what was owed.
