TPG used the wrong code when sending my refund to my bank. Therefore it was declined they did not use code PPD for a personal account and now I have to wait to see if I hear back from the IRS.

Start by calling TPG.
It may take them some time to return the funds to the IRS, and you might be able to get them to release the funds to you. (However, TPG was a target for fraud a few years ago when they were tricked into sending people's refunds to the wrong accounts, and their new security procedures might prevent them from re-sending the money to you.) But I don't think it will hurt to call them first.
It took them one business day to send it to the IRS. I was unable to get a live person on the phone at TPG but find it unfair that due to their error I am being penalized by fees from them.
