On the desktop version, can I enter a third party designee? Some answers refer to entering directly on the forms, but does the return get e-filed with that information?

Yes, you can enter a third party designee in forms mode in Part VI of the Federal Information Worksheet (Info Wks in the list of forms). It will be included in the e-filed return.
