The pop up screen for paying to file taxes is too big for my computer and I cannot scroll to the pay button

How do I make the pop up screen that wants me to pay for filing smaller so that I can hit the pay button?

The pop up screen for paying to file taxes is too big for my computer and I cannot scroll to the pay button

I solved this on my MAC by going to the System Preferences and changing the Monitor resolution. Afterwards I reset it to the original settings.
