I am on my OPT now and I am a resident alien. My wife is on her F1 visa and OPT, and not yet 5 calendar years so she is considered to be a nonresident alien. We had a baby. . So we would like to file tax married jointly. But she is not insured from August to Dec 2018. If we filed jointly by turbo tax, is she eligible for health insurance exemption as a nonresident alien? in the attached screen, is she belonging to "not a legal U.S. resident?

Yes.  That will produce exception code "C", which will apply to your wife.
