I continue to receive an error message on my Federal Taxes saying that my dependent's social security number has been used in another filing. I have confirmed this is not the case as my dependent has not completed taxes. I've tried resubmitting multiple times - is my only option to submit a paper version. This is very frustrating.

It could be just an honest mistake. Someone else might have typed a ssn wrong on their return and got one of yours by accident.
Have you checked to see if you are entering the correct SSN for the dependent?
Is there someone else in the picture who "might" have used it such as an ex-spouse, other relative, etc.?
Also, you didn't say what the rejection error code is. Is it IND-507?
If so, see this FAQ and video:
FAQ and video: Efile rejection IND-507
if you are using the correct SSN and the IRS rejects the return because ti's computers indicate a return was already filed using that SSN all you can do is mail it in. also if you have a state income tax return that too will have to be mailed in.
