Can I take investment advisory fees on my taxable account from my IRA. If not what IRS publication supports this?

You can withdraw whatever amount you want from your IRA. It will be taxable income to you if you received deductions when you made the contributions. If you are under 59 1/2, you would also be subject to an additional 10% early withdrawal fee.
You want to know if you can deduct the fees you pay for the IRA account?
Are the fees being paid out of the IRA account? or are you writing a personal check to pay the fees?
