IRS is encouraging more to file electronically. TurboTax limits filing to only five returns. Is there going to be a change to this restriction?

The IRS limits you to five e-files -- not TurboTax. If you need to file more than five tax returns the other ones can be printed, signed and mailed.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Who do I contact at the IRS to discuss the limitation of five e-filed tax returns?

The IRS would have to change their policy as shown in the IRS Publication 1345 Handbook for Authorized IRS e-file Providers of Individual Income Tax Returns - https://www.irs.gov/pub/irs-pdf/p1345.pdf
