Tax Return claiming a dependent while on F1

I am on F1 and stay here with my wife who is on F2 and pursuing masters. She has T-1098 form stating the amount of fees paid in 2019. Can I claim this form as tax benefit while filing my return. How do I claim my spouse as a dependent and get maximum tax returns.

A spouse can never be claimed as a dependent ... instead you file a joint return.

Ok. If we file jointly, she does not have an SSN. How can we file jointly and will it allow me to claim the 1098 as benefit
