I have questions.
I filed my tax refund by turbotax, mail not eFile and after i filed i saw this:
"Way to go, Texter! You filed your 2022 taxes."
it means I filed my tax by mail right?

It just means you completed your taxes and printed them out to mail.
How many weeks do i need to wait?
I filed my tax by mail on April 13th
4 weeks after filing on paper
It could be months since e-filed federal returns take up to 21 days. My state indicates that it could take six weeks for an e-filed state return.
You only filed your return if you printed out your return and mailed it yourself. Did you get a tracking number from the post office? And mail federal and state in separate envelopes to different places?
4 weeks after mailing you can start checking IRS Where's my refund
https://www.irs.gov/refunds
Actually I login my turbotax account and I see first my refund and below my refund i see:
federal tax - Ready to mail
State tax - Ready to mail
What does it mean?
Should i
I think we covered that. Ready to Mail means you have to print out your return and mail it to the IRS and state yourself. Did you? Federal and state go in separate envelopes to different places.
If you didn't mail the returns they have not been filed. You said in your first post you filed by mail not efile. Did you get a tracking number from the post office when you mailed them? It will take the IRS longer to process mailed returns.

It means the federal and state tax returns were not e-filed.
You will have to print and mail the returns to the IRS and to your state.
See this TurboTax support FAQ for how to print a tax return for mailing when using the online editions - https://ttlc.intuit.com/turbotax-support/en-us/help-article/printers-printing/print-mail-return-turb...
Or you can change from mailing the return to e-filing.
