Why is the tax on Form 1040 line 12a less than half of the amount shown in the IRS 2019 tax tables.

any qualified dividends or long terp capital gains.    if not we don't know and can't see your return. 

you would need to look at the tax smart sheet to see what was used to compute your taxes.
