Be aware this is a public Internet forum.   You should not post any personal info in this public forum.  This is a user community forum, not a direct route to TurboTax Support.   It looks like the forum privacy filter removed your email address for your protection.  If you want to remove your name as well, you can edit your original post.   To do that, click the tiny blue 3-dot icon just to the right of your question title and click EDIT.

 

If you chose to pay your TurboTax fees out of your Federal refund, the TurboTax fees are not paid at the time you file your taxes.    They can't be paid then because the IRS has not even approved your refund at that point in time.  The fees are paid after the IRS approves and sends the refund to the third-party processor that takes out the TurboTax fees.   Is the IRS still processing your return?  If your Federal refund has been delayed unusually long at the IRS, at some point TurboTax would eventually want to be paid.   According to the FAQ below, that's triggered once it's been "36 days after your original estimated refund date."
