I wish to have all my 2022 tax overpayment applied to 2023 estimated tax, but the software is refunding part and applying part to 2024 estimated tax. The total amount of 2022 overpayment is less than 2023 estimated taxes

Stop working the estimated payments section or delete the info in that section or raise your estimated income to increase the estimates needed. First try this :

To apply some or all your Federal refund to next year's taxes:

- Federal Taxes (Personal for Home & Business)

- Other Tax Situations

- under Additional Tax Payments

- Apply Refund to Next Year – Start or Update

Since you appear to be using the CD/download version of TurboTax, you can adjust the entry directly on the Estimated Taxes and Form W-4 Worksheet in forms mode.
