System not letting me file state by email and federal by mail. Just keeps going around

You are trying to do something that will not work. In order to e-file a state return, the federal return must be e-filed and accepted first. If it is not accepted, then you cannot e-file a state return. if you have already mailed your federal return, then the only way you can file your state return now is to print, sign and mail it.

I can't seem to file my taxes due to the system will not let me file because of the 1099-R, box 15 (OK). I can't see that there is an error, yet it won't let me out. ???
