Student Refunds greater than withholding

I did my daughters taxes on Turbo Tax.

She made 1,800 and had $58.00 withheld.

It says she gets a $600 refund.

How is that possible?

It sounds as if TurboTax is possibly not showing that she is a student and a dependent on another taxpayers return and may be calculating a credit such as the Earned Income Credit. 

Revisit the section, Personal Info, to ensure that the question about whether she is a dependent is correctly marked.  

She is a dependent if she is a full-time student age 23 or younger and provides less than half of her own support.

It also clearly states she is a dependent on another person's return.

It is all summary page.

Is it a glitch in the software?
