I recently filed my 2019 taxes and it's still processing, I did not claim a dependent like I did in 2018, will that same dependent be eligible for the stimulus if they were not claimed and did not file for 2019 due to no income?

Depends on if they COULD be a dependent. If you qualify as a dependent you do not get the stimulus regardless of whether you are claimed or not.
