Stimulus rejected

Why is it saying that my stimulus information was rejected I do not have to file taxes this year but yet they want me to mail something in to the irs.? And the amount of money on the paper they want me to mail in is not my income. I just needed to update my personal information due to change of address and banking information

You should not mail any money in, as this sounds like a scam. If you filed a tax return for 2018 or 2019, then you just need to update your banking information with the IRS. The portal to do that has not been made available by the IRS yet.
