if i was claimed as a dependant on someone's 2018 but not 2019 because they have no intent on filing but i did file 2019 and got a return do i get a stimulus check.

As long as you did not qualify to be claimed as a dependent on that other person's return, and you filed your own 2019 return indicating that no one else qualified to claim you as a dependent, then you've met some of the requirements. I am 20 so on the return i believe i put can be claimed due to my age, but i was not for 2019 only 2018. Due i still qualify
