My grandpa was an adult dependent in 2018, but it not being claimed as a dependent for 2019 taxes. He also receives social security.
He was not required to file in 2018 or 2019, however his daughter has not filed her 2019 taxes yet. Does this mean the government still sees him as a claimed dependent who is not eligible for a stimulus check? If so, should he complete the non filer form to show that he will not be claimed or does he have to wait for his daughter to file 2019 in order for the IRS to recognize that he is no longer a claimed dependent?

be careful.... the issue is CAN HE be claimed by someone else in 2019, not whether he will be claimed!
why was he claimed in 2018 and not in 2019?
beyond that, suggest waiting a few weeks. all the social security recipients (and many of them do not file tax returns) are to receive their payments in the next 1-2 weeks. see what happens after that
Gramps is not going to check "Someone can claim me" because he is not filing.
