If you owe the IRS from a previous tax year, your refund will be used to offset that debt.  Your 2016 tax return does not show that--TurboTax has no way of knowing that you still owe the IRS.  You do not have to enter anything about the money owed to the IRS on your tax return.  The IRS knows.

No, Turbo Tax does not know if you paid your tax due from 2015.  You saw a display of last year's results.   Your refund for 2016 does not reflect the tax you may still owe.
