State Tax withholding entry

TT will not let me enter state tax withheld on 1099-R. box 12 is highlighted on form. However it is only on one form. i have two other 1099-r and i can enter on those forms.

Thoughts:

1)  Make sure both parts of box 13 are entered first.

or maybe

2) delete the entire 1099-R form and re-enter it from scratch. 

(I imagine box 1 would have to have a much larger value in it...software might object otherwise)

Thanks for the reply.  I had to start from scratch to get it completed. must have had a bad entry somewhere
