State tax return

I completed the federal portion of the taxes and tried to do the state of Oklahoma taxes.  The program says that it downloaded, but when you click on the Start button, it loops back to the beginning, i. e., it gives you the instructions for downloading a state.  One help site said to click on the state at the top of the form, but it gives the same result.  I have the Deluxe State version, and I know it says the first state is free, but I assume that there will be a charge for filing.  Fine.  How do I get to that, or get it to stop looping?

Open your file manager and look at downloads to see if the download is there.

Try updating the software.
