I am doing my taxes and I am confused what to enter at "Total of all your payments and withholding" after I introduced my state refund in 2019 from my 2018 income tax.

That is referring to the amount of state tax withholding for 2018.
If you made additional payments to the state in 2018, you would also include that. Additional payments include balance due when you filed, estimated state tax payments and state tax payments made with an extension.

I am still confused on what to put in the box below Tax refund Received in 2019 called "Total of all payments and withholding". When I click "what does this include" it says state tax from w-2 ? If I put in Box 17 for State tax on W-2 it ends up saying none of my refund is taxable? Could that be right? I've always had to add my refund before and pay more tax.
Your tax refund received in 2019 should be coming in on a 1099G Box 2 amount. This is your state tax refund.
Your state tax refund would only be taxable if you itemized deduction in the previous year. You should not put your W2 box 17 state income tax withheld figure in the Tax Refund Received box.
