State Refund Deduction Line Item

I found my State (Ohio) IT 1040 from 2019 and have my total income tax withheld - what does Line 8a include? Need to include my Total of All Payments and Witholding and not sure if I include this line item, or if there is a total line item on my 2019 tax form I can reference. Do I include RITA?

Line 8a does not report withholdings, but rather you "nonbusiness" income (which is everything except what might be reported on Schedule C, Schedule E, or Schedule K-1).  Line 8C has the tax liability, and Line 10 has the tax liability minus credits.
