I am just wondering why I was charged for State filing when I requested my one free state be used for my CA state filing?

The free part is for the Turbo Tax state form. The 19.99 is the state filing fee.
I was shown a screen that indicated it would be 19.99 to process my Oregon State e-file. However when I went to pay for the fee on my Credit card they are charging 24.99 with no explanation as to why. I saved screen captures of both indications of price for the e-file fee.
Sorry the early discounted prices expired on Feb 29, 2020. March 1, 2020 there was a price increase. The CD box says prices are subject to change. The prices always change around March 1. So I try to file before then.
But there will be a delay in Desktop program between March 1 when the price goes up and the next time the program update comes out, usually on Thursdays. It will show the 19.99 price but you be charged 24.99.

There is a price increase each tax year in March from the early filer prices to the standard prices. The standard price became effective on March 1 from $19.99 to $24.99 to e-file a state tax return using the desktop editions. This charge can be avoided by printing and mailing the state tax return.
So they up charge an e-file convenience because it becomes more taxing on their network?
I guess i will mail in the filing for 1.00 and wait like days of old.

Yes in the Desktop program You get one free state PROGRAM download to prepare unlimited state returns. Then each state return (including the first one) is 19.99 to efile, usually goes up to 24.99 March 1. Or you can print and mail state for free.
I had responded "yes" to using my one state free filing but upon filing was asked to pay $24.99 for my CA State e-filing. I paid it but what gives?
