Can I file a tax return to make sure that nobody claims me as a dependent?
I only get SSI, SSA as a disabled adult child, and food stamps. I live independently. I'm not trying to get any money; I just want to prevent anybody from fraudulently claiming me as a dependent. Can I file a tax return to do so? Or some other way?

Yes, you can. Nobody can stop you from filing. However, not sure if it's worth the cost.
Are you suspecting anybody you know will be claiming you? If somebody wants to claim you, they have to have your social security number. Therefore, it is not as easy for people just to claim someone unless they know their social security information.
And technically, you need to file only if you meet the filing requirements. If the only income you receive is the social security benefit, you are not required to file.

No. As of now there is no provision for payback of any stimulus payments.
