Special depreciation allowance

Tubrotax is asking me to "state SDA". My asset has a depreciation of 5 years. 2019 would be our third year. I am confused on what it is asking me to input. Am i inputting 3 for the year or a percentage? If it is looking for a percentage, how do i calculate this?

Special depreciation allowance

The SDA is the state depreciation allowance- some states do not allow the Special Allowance or the Section 179 expense so if you file in such a state, you must enter the different amount that is allowed to be deducted.
