If you qualify, there is another free software program available from TurboTax

Try Free File:

All of the forms are included in Free File. To use Free File you have to use a different account and user ID.

You are confusing Free Edition with Free File. They are different. Free File will have that form.

In the previous years TurboTax upgraded my account for free because I use them every year but only if I can get a hold of sales department for TurboTax

I am putting this link here again for you. Look at it. Then look on the spot where it says "Most tax forms supported." Then there is a blue link to click on "federal forms" which will show the list which INCLUDES Form 5405.

ALL forms are included in TurboTax Freedom. There is no reason to upgrade to Deluxe, you can use the Freedom edition.

TurboTax itself tells me that I am required to upgrade to Turbo Tax Deluxe to use form 5405.

You can use any version but the free version for the 5405. Every other version of TurboTax has that. Deluxe is the next step up from the FREE version. The FREEDOM version has the 5405 and EVERY FORM TurboTax personal products have. It is income based.
