I believe that you would only use "Other" to upload a document if you are using TurboTax Full Service.
That way your Tax Professional enters the form in the proper section of the software.

Form 1099-Q is entered under Deductions and Credits ... Education
If the 1099-Q is not reporting taxable income, it needn't be entered at all, although any expenses it paid could not be used towards a credit. If this is too confusing, enter the 1099-Q (and 1098-T if you have one) into the program.
According to the IRS
“Generally, distributions are tax free if they aren't more than the beneficiary's AQEE for the year. Don't report tax-free distributions (including qualifying rollovers) on your tax return.”
Form 1095-C is only proof that you had health insurance through your job. That is not entered on a tax return. You do not need to upload that form. The program will ask if you had Health Insurance and you would select "Yes".
If you need to enter your Form 1099-Q, you may need to switch to the Online program to enter that.
