Is she working remotely for a CA employer?   Or did she find a different employer in WA?  Why do you think she needs to pay CA income tax if she lives and works in WA?   Merely having a CA driver's license does not necessarily dictate that she has to pay CA tax on earnings she received in another state.  And WA has no state income tax.   And..."Texas for a couple of months..."   Texas does  not have state income tax either.

We need to understand whether your daughter was or will be receiving California-sourced income.   It is not at all clear why she had income from TX or why she has a CA driver's license and auto registration.

In addition, you say she will likely live in WA for a year or two....please read the information about the laws in WA pertaining to getting a WA driver's license when you move to WA.
