solar energy credit where do i put contractor 1099?

I hired a contractor to install solar equipment on my residence.  Where do I enter his 1099?  Where do I enter the other costs of the project?

Per Instructions for Form 5695 - Residential Energy Credits you would include any labor costs properly allocable to the onsite preparation, assembly, or original installation of the residential energy efficient property and for piping or wiring to interconnect such property to the home.

This installation cost would be added to the solar panel cost to come up with your total cost.

The Residential Energy Credit Form 5695 is not expected to ready until January 29th,
