Seems to be an issue in turbotax Deluxe 2022:

Form 1099-R (United States Railroad Retirement Board), a form 1099-R

shows an entry for Distribn Code(s) in the 1st code item of a value of 3.

 

I never selected a value of 3, and further a value of 3 indicates Disability.

I am not disabled and did not select nor specify disabled anywhere in TurboTax.

    Do you have a Form 1099-R or a Form RRB-1099-R? They are different forms. Form RRB-1099-R does not have a distribution code. When TurboTax asks you which 1099-R you have, be sure to select the correct form.

    I was asked, Do you have a Form 1099-R or a Form RRB-1099-R? 

    Yes I have a RRB-1099-R, The relevant panels all show RRB-1099-R.  I think I simply omitted the RRB prefix in my post.

    The first TTax panel that is titled ‘Confirm Payer Information’ indicates ‘We’ve entered the payors information as it should appear on Form RRB-1099-R’.

    Also the next panel, the second TTax panel titled ‘Enter RRB-1099-R Information’ indicates ‘Fill in amounts from Boxes 3-9, exactly as they are shown on Bob’s Form RRB-1099-R.  This panel has a ‘Box 12 – Medicare Premium Total’, but there is no box 12 on the RRB-1099-R.

    (Finally, since the panel mentioned in my original post, that showed the “Distribn Code(s)” in the 1st code item with a value of 3, where a value of 3 indicates Disability might be related to the following panel.)

    Finally, since the next panel, the third panel asks ‘Did Bob receive these funds as a beneficiary of a railroad employee who passed away?’  Is this perhaps why the Distribn Code was a 3?   And why is the program asking for information for a nonexistent Box 12?
