I don't understand your question.  Why wouldn't you file?  Did you get a 2023 1099R or 2024?  The 2024 1099 forms won't come out until Jan 2025.  Do you mean a 1099 you got in 2024 for 2023?  Ask the plan for another copy.  Or maybe you can log into your retirement account or IRA, etc. and download it.  All plans should have them posted.
