The final review is stating I cannot file my return until I fill out MAGI for dependents on form 8965. I am not claiming any dependents. I cannot delete form 8965 with the delete form option.

First I would go to your return and click on the Personal Info section to verify there are no dependents listed.
Secondly, if you had health insurance for the whole year, you will want to make sure the correct box is checked under the Health Insurance section.
Form 8965, Health Coverage Exemptions, is filed with your 2016 return if you (or anyone else on your return) didn’t have health insurance coverage for the entire year, as required by the Affordable Care Act.
