No everyone does not get the Golden Stimulus payment.  Here is a link to the qualifications page. 

Basically, you need to qualify for the CALEITC.  To qualify for the CALEITC you must have taxable earned income.  SSDI is not taxable earned income. 

If you have other income sources that are from a job W2 or Self-employment and you meet the other criteria in the link you will need to amend your CA return to establish your eligibility for the payment.
