If my 21 year old daughter only made $3500 last year does she have to file a return?

She's not required to, but she can because there were still taxes deducted from the money she made. If you don't file state for her using the desktop version, and mail in the return, it will be free. Or you can use TurboTax Freedom edition Online for her and it will give her federal and state returns for free.
