2020 turbo tax calculated my refund to be 1383.00$. IRS sent me only 183.00$.

The IRS should have or will send you a letter for why they changed your tax return and reduced the refund amount.
But that looks like you reported not receiving the first stimulus payment of $1,200 and the IRS knows that it was sent to you.
The IRS will change your routinely refund for many reasons, for example to correct a math error, to pay an existing tax debt or to pay a non-tax debt. If you make a math mistake on your return and the IRS catches it, you are mailed a letter advising you of the change. The difference could be the amount of the first stimulus payment, which was $1,200.
