Refund with dependents
No.
To get a refund you must either
1. have income and paid in more tax than you owe,
or
2. have earned income and qualify for a refundable credit such as the earned income credit.
With no income and no tax paid in, there is nothing to be refunded no matter whether you have dependents or not.
