refund from amended return

cx filed his return and he owed the IRS but when he went and amended that return he was only able to get a paper check for his now refund.  Is that the norm?

Yes, that is correct. Form 1040-X doesn't have a a space for direct deposit information, so you have to get a paper check. 

IRS announced in February, 2023 that they are planning to roll out direct deposit for amended returns, but it has not been offered as of today. Click here for more information.
