Received a 1906.64 refund check
and a CP21B notice stating the refund due is $1887 decrease in tax
what is the 19.64 difference? What amount should I report?

If you were expecting a refund of $1,887 for the unemployment exclusion, the additional $19.64 is likely due to interest that the IRS is paying you. At the bottom of the check received from the United States Treasury, there should be a notation with the amount of interest, then INT, then the numbers of days of calculated interest. For 2021 you will receive a 1099-INT for the interest you received and you will need to claim that as interest income on your 2021 tax return.
