As I am working my return it shows one amount. As I get to the the payment screen it shows another refund amount that is lower but the higher amount is still at the top. My question is does Turbotax automatically know if you have an tax offsets?

TurboTax does not get any information about refund status. You must check the status yourself using the IRS refund tracking web site: https://www.irs.gov/refunds
The IRS and State Governments have the ability to offset a refund to pay for certain past due debts. You generally will receive a letter stating what the offset was for.
The IRS provides a toll-free number, (800) 304-3107, to call for information about tax offsets.
Tubotax showed that I was getting back 2000 from the state and when I got my state returns back it was 180.00. I do t understand the problem. I paid extra money for these taxes results. Help!
